Sakurai talks about the differences between the Wii U and 3DS versions of Super Smash Bros.
The Super Smash Bros. Wii U and 3DS games will have some differences, including differences in visuals and stages. However, both games will have the same rosters. According to Sakurai:
“Fundamentally we’re going to have the same characters on both systems. If there was a character you couldn’t play on Wii U but you could play on 3DS, or vice versa, that’s rough for consumers. So we want players to be able to have the same character experiences on both devices.”
Another thing Sakurai mentioned was that players will be able to have the same kinds of experiences when playing both games. No matter which version they choose, players should enjoy themselves. According to him:
“I don’t have a preference whether they own the Wii U version or the 3DS version or both versions. It’s sort of like what I talk about with the game creation philosophy itself – I really want the end user, the game player themselves, to find what they like and really just go with that.”

The Wii U game will offer "increased fidelity and detail," allowing the development team "the ability to create things on a bigger scale." According to Sakurai:
“From an artistic standpoint, when we’re looking at these high detail environments that we’re creating, we now have to go in and work on all of those little things, because as you can see, if you don’t put in the attention to detail they look flat and lifeless.”
Sakurai also talked the idea of putting past stages from Brawl in the games. He says there are a few limitations due to two platforms being involved. According to him:
“If we did do that, stuff that was on Wii would have to be altered to be put on a 3DS. You’d have to make some tweaks. Whether or not you’d do that and still do those justice remains to be seen. We’re going to have to look at that.”

That makes sense. I'm kinda hoping they start fresh with the stages. If they do end up making some return, then perhaps the simpler ones like Bridge of Eldin, or Luigi's Mansion.
