Personally, I like Cyndaquil the most. I don't have a lot with any of the Gen II starters, but Cyndaquil is a little cooler than Totodile.

Meh, I'm not a huge fan of the Gen II starters, but I generally pick Totodile, simply because he's a water type.  And I love water types.

I chose Totodile. Cyndaquil never appealed to me that much design-wise, and got few moves, and Chikorita never had the stats to be all that effectual. Mind you, none of the Johto starters were very useful in-game until HG/SS came around...
